The Circle H, Inc. team, led by Dave Hutchins, brings together experienced professionals from the homebuilding, engineering, construction, and real estate industries. Our team supports developers and builders throughout California with practical expertise in project management, landscape turnover, bond release coordination, and contract administration.
Carrie Jones – Licensed Real Estate Salesperson and Senior Project Manager
Carrie Jones coordinates real estate transactions, landscape turnover efforts and serves as Circle H’s dedicated researcher and bond release specialist.
Melinda Teeters – Senior Entitlement Manager
Melinda Teeters is a veteran project manager with more than two decades of experience working with leading homebuilders including EPAC, Shea Homes, MBK Homes, and Centex. She provides project management support across a wide range of residential development projects.
Dan Hosseinzadeh – Senior Project Manager
Dan Hosseinzadeh assists clients across multiple disciplines and brings extensive experience from his time with Hunsaker & Associates and other consulting firms involved in land development and infrastructure coordination.
MBA Banea Sumpter – Senior Expediter and Project Manager
MBA Banea Sumpter brings phenomenal reporting and organizational insights and years of processing and project management skills to our team and manages HOA turnover and bond release for our projects in Los Angeles and Ventura Counties.
Jarrett White – General Contractor and Offsite Coordinator
Jarrett White, a general contractor and former purchasing manager with significant homebuilding experience, assists with offsite construction and project coordination and builder support in Los Angeles and Ventura counties.
Jonathan Jones – Landscape Architect and Project Manager
Landscape Architect Jonathan Jones joined Circle H in 2025 and brings more than four decades of experience in landscape architecture, site management, and landscape turnover coordination. He currently assists with managing bond release and on-site tasks in the Inland Empire.
Teresa Besst – Contract & Invoicing Management
Teresa Besst manages contract administration and invoicing processes, helping ensure accurate project tracking and financial coordination.
David B. Hutchins – Accounting & Administrative Support
David B. Hutchins assists with QuickBooks, accounts payable, and a variety of field and administrative support functions that help keep projects running smoothly.

- 2012 – Circle H Brokerage completes its first transaction, brokering a Southern California real estate donation to Northern Iowa University
- 2013 – Circle H Incorporates, first clients are Centex Homes, Pulte Home Corporation and Del Webb Communities.
- 2014 – Circle H completes the 12-year process of habitat turnover and bond release for the Hawks Point master planned community in Fullerton and La Mirada California involving 2 Cities, 2 Counties and over a dozen local, state and federal agencies.
- 2015 - Completed all work to release Remington Hills in San Diego, CA after 12 years of bond punch list work.
- 2016 – New clients include RSI Homes, Richmond American and Lennar. Circle H expands services to include owner and investor representation, due diligence, budgeting and scheduling services.
- 2017 to present – Circle H assists over a dozen major developers and homebuilders and has recovered hundreds of thousands of dollars in unanticipated reimbursements - found money! has released over $900,000in bonds and transferred over 100 orphan parcels for our clients.
